Environment protection issues had escalated in the XVII century with the development of water supply systems, canalization and urban sanitary maintenance. This problem is closely related to the water quality. Nowadays all countries meet the danger of water pollution resulting from household and industrial effluent discharge.
Earth water reserves are estimated in 1386 million cubic km; the share of fresh water is being only 2.5%, 70% of which are in glaciers. Surface water is one of the most accessible and cheap sources and shares only 0.01%.
The data stated by the United Nations at the Kyoto International Water Forum in March 2003 show that 1.5 billion people on the Earth suffer from the lack of drinking water; 80% of all diseases in the world derive from bad quality water; annually from 5 to 12 million people die from water spread illnesses.
One of the greatest concerns of the entire world community is permanently lowering quality of surface water. The Dushanbe Water Forum held under the auspices of the United Nations in 2003 announced the Water Decade.
According to Vyacheslav Ilyichev, Vice President of Russian Architecture and Construction Academy, in the XXI century fresh water shall become the same strategic resource as it used to be with oil in the XX century.
On the instruction of the President of the Russian Federation V.V. Putin, Russian Government works out the Chief Directions of Russian Water Complex Development up to 2010 and the new edition of Russian Water Code.
Being agreed by the Russian Ministry of Natural Resources, "The Concept of Water Policy" has claimed its basic principle of systematic and regular elimination of dangerous influences on water. Its priority objective is creation of the unified state assessment system and social economic estimate of water resources in accordance with modern market criteria.
The seven year experience of the International Conference and Exhibition AQUATERRA indicates that to prevent degradation of water resources and to increase investment attractiveness of Russian water branch it is necessary to coordinate active cooperative efforts of Russian Government, Ministry of Natural Resources, Roscomhydromet, other ministries and departments, as well as executive bodies of the Russian Federation and all interested enterprises and companies.
